Half of Orissa under Naxal threat

Mass Poverty is only responsible .

Chief Minister, Naveen Patnaik admitted nearly 15 of total 30 districts of Orissa are naxal-affected. These districts are Koraput, Rayagada, Malkangiri, Nawarangpur, Ganjam, Gajapati, Kandhamal, Sambalpur, Sundargarh, Deogarh, Keonjhar, Mayurbhanj, Dhenkanal and Jajpur. The last one is obviously Nayagarh.

The disturbing picture is that the growing cities like Berhampur and Rourkela, the major commercial centers in the state, are now target of Maoists. The state capital, Bhubaneswar is not secure due to the imminent threat from other parts of the state.

What is the driving-force behind the rapid momentum of Naxalite movement in Orissa?

Apart from other factors, Mass Poverty is the most driving-force for the spread of Naxalite movement in Orissa. When other states were developing, the leaders and the harbingers of modern India neglected Orissa, which has otherwise been rich in minerals, and other natural resources.

Orissa is the poorest state in India, with about 48% of its population below poverty line. In other words, nearly 17-28 million people are under BPL category. The area with larger population under BPL and the areas under greater influence of the Naxalites corroborate each other.

The Naxal strongholds of Rayagada, Koraput, Malkangiri, and Nabarangpur fall under the KBK region where a number of special programmes are in operation but poverty refuses to subside. The districts are among 150 of the most backward districts of India.

It is not as if government has not tried to sort out the problem but the lacunae are that these efforts were not well directed, that is why all the government efforts have failed to produce the desired results.

Similarly, Sundargarh and Keonjhar are other poor districts of state, where Naxalite movement is gaining rapid momentum due to the fact, the development of these regions defy all logic of geography and economics. There are abundant of mining resources and sponge iron units in both the districts, which at once made substantial contribution in the industrial development of the country.

Orissa is the natural resources blessed state in India. Of the total mineral resources of India, Orissa has 99 per cent Chromate ore, 92 per cent of Nickel ore, 65 per cent of Graphite and Pyrophylite, 66 per cent of Bauxite, 31 per cent of Mineral sand, 32 per cent of Manganese, 28 per cent of Iron ore and 24 per cent of coal within its geographical boundary. Even then Orissa is the poorest state of the nation. Incidentally, the storehouse of the mineral resources in Orissa, that is, western and southern parts of the state are the most naxal-infested areas in the state.

The Naxalbari story is relevant today for Orissa.The Naxalite movement always revolves around the marginalized and deprived sections of our society. This is what, is happening in Orissa.

I do not agree with you to some extend. You can not say poverty is only responsible. Blame state’s inadequate steps to modernize police department is the major factor.

I do agree that Orissa police needs sophisticated weapons to deal with Naxal menace, which the state government has failed to provide. Even if we revamp our Police department, it would be a temporary step. The root cause is Mass poverty. In any case, the war against Naxalism is incomplete without launching a deadly war against Mass poverty, starvation deaths and unemployment.

Well in my view the govt. should track the cause of Naxals.. Why there is an opportunity to form Naxals and maoist..ofcourse the proverty and lack of primary as well as secondary education in those affected area. I do agree that these areas have been ignored for a long time for any development works.

I suppose awarness and solid basic education infrastructure can help to initiate removing proverty. There has to be a system where all these development can happen repidly.

Well one small story i ll share that in my school days i have earned the most bad boy image in d classroom later my class teacher told me to monitor the whole class and i had to do what i was not doing b4.

So in my view people who called themselves naxals, should given resposiblity at least once to develop so that there should not be any room for them to feel they are being ignored.

We should help changing the thinking process of them..rest will automatically fall in to the line..

I would like to say that state government is not taking steps to counter naxalism and that's the reason for rapid growth of naxalism in the state.No doubt Naveen pattanaik is a very good CM in terms of urban development but when it comes to rural development he is no where.He has lead orissa for rapid industrialisation but as far as rural development is concerned Industrialisation cannot affect this much population and after all when you look into the areas where Industries have been set up in Orissa a question comes in your mind that exactly how much local population are engaged therein?Then one will come to know that a planned industrialisation with good government schemes have to be carried out for the development.
